Procurement Specialist - European Union funded projects in the Finance, Procurement and Knowledge Transfer Department (FP), Procurement and Industrial Services Group (PI).

 

CERN has obtained EU-funding under the Horizon 2020 framework programme, for projects in the area of procurement of R&D services, resulting in the development of prototypes which could subsequently be commercialised by industry ("Pre-Commercial Procurement (PCP)" projects). CERN, as lead procurer, will coordinate and undertake the procurement action and place the resulting contracts, in accordance with the relevant EU public procurement rules for the PCP projects concerned, on behalf of all procurers in the buyers group. Participating in EU projects strengthens CERN's existing collaborations and creates new links with European universities, laboratories and industrial partners, complementing the main R&D programmes of the Organization.

 

You will join :

 

  • CERN's Finance, Procurement and Knowledge Transfer Department, which is responsible for all the Organization's financial administration, procurement and knowledge and technology transfer activities.
  • The Procurement and Industrial Services Group, which is responsible for procuring all supplies and services for CERN (annual budget of approximately 500 MCHF).
  • A small and dynamic team managing the tendering process and contracts for EU-funded projects (approximately 10 MCHF).
Functions

 

As a procurement specialist, you will have a unique opportunity to prepare and manage all procurement-related activities concerning PCP projects, in close collaboration with the project participants from CERN and the external buyers, other CERN services (Legal Service and EU Projects Office), as well as with the EC, and following the relevant EU procurement rules.

 

You will :

 

  • Prepare procurement and tendering documents in accordance with the relevant EU procurement rules for PCP projects (open procedure).
  • Review tender material amongst the buyers group with a view to establishing common ground rules on financial and legal aspects.
  • Formalize the tender material based on the input from the buyers group, including the development of formal evaluation criteria by which contractors will be selected.
  • Oversee the evaluation process and place the Framework agreements and subsequent contracts for all phases of the PCPs.
  • Be in charge of contract-follow-up.
  • Provide timely advice and support to the project participants from CERN and the external buyers in close collaboration with other CERN services (Legal Service, EU Projects Office). 

 

Qualification required

 

Master's degree in the field of Business, Economics, Law, Engineering, or equivalent.

 

Experience and competencies

 

The experience required for this post is:

 

  • Solid experience in procurement activities according to EU procurement rules, including issuing invitations to tender awarding and follow-up of the resulting contracts. Some of this experience should be, preferably, within the context of PCP projects.

 

The technical competencies required for this post are:

 

  • Knowledge of EU regulations: in depth knowledge of eu procurement rules, some of which, preferably, in the domain of pcp projects.
  • Contract management: administrative and commercial contract follow-up for supplies or services.
  • Knowledge of commercial law: knowledge of procurement rules in intergovernmental organizations, or willingness to acquire this knowledge.
  • Use of Office software packages.

 

The behavioural competencies required for this post are:

The language competencies required are:

 

  • English: spoken and written, with the ability to understand and speak in professional contexts, to draft accurate texts for publications and official communications. The ability to understand and speak the other language in professional contexts would be an advantage.
